The Challenge

Ohio's alcohol monitoring program was managing thousands of active cases across multiple county jurisdictions with a patchwork of manual processes. Case officers tracked monitoring device compliance on spreadsheets. Supervisors had no real-time visibility into caseloads across jurisdictions. Audit requirements demanded complete records of every case action and device check-in — records that existed on paper and were difficult to compile when needed. The integration requirement with law enforcement databases added a layer of technical complexity that ruled out off-the-shelf case management tools. Any system failure in this context isn't just an IT problem — it's a compliance failure with real legal consequences.

Our Solution

We built a purpose-built multi-jurisdiction compliance platform using React and Node.js, hosted on AWS with the security architecture required for government and law enforcement use. The system manages the full case lifecycle: intake, device assignment, check-in schedule tracking, violation flagging, and case closure. Real-time device status monitoring eliminates manual check-ins — the system alerts officers automatically when a device misses a scheduled check. Direct integration with law enforcement databases allows authorized officers to pull relevant records without leaving the platform. Role-based access control gives case officers, supervisors, and administrators different levels of visibility and action authority. Every action taken in the system is logged to an immutable audit trail with timestamp and user ID — regulatory reports are generated on demand, not compiled manually. The system was designed to handle the full statewide caseload from day one.
